GTA 6 Has a Dedicated Team Writing Pedestrian Dialogue: "No One You Meet Is an Extra"

In Grand Theft Auto VI, the strangers you pass on a Vice City sidewalk are not throwaway NPCs. PC Guide reports that Rockstar has built a dedicated writing pipeline for pedestrian dialogue — and open-world writing director James Horton put it bluntly: "No one you meet is an extra; they're not only full characters, everyone you meet is the main character in their own story." The comments come from Rockstar's interview with LOVE Magazine, the same feature that earlier revealed the studio's satire rules for Leonida politics.

A whole team for sidewalk chatter

Senior Vice President of Narrative Rupert Humphries told LOVE that Rockstar assembled "an amazing team of writers and creatives" for the texture that makes Leonida feel lived-in. That includes a specific team of pedestrian dialogue writers in Los Angeles, plus advertising and comedy writers spread across New York, LA and London.

He pushed back on calling any of it filler: "And none of us see it as background! It's all part of the tapestry of the game and creates the experience of living in this wild world." RockstarINTEL's write-up of the same interview stresses that the writers come from mixed backgrounds and share a taste for poking fun at human behavior, media and advertising — the same satirical DNA that drives GTA's radio and billboards.

Designed to work if you stop and listen

Horton told LOVE the studio "dreamed a lot bigger this time around." According to RockstarINTEL, Rockstar started a new writing team in LA with pedestrian dialogue as their sole focus, paired with a dedicated production team on the same mandate. The goal is dual-purpose chatter: it should wash over you as "snatches of a hundred different conversations" while you sprint down a busy street, and still feel "totally convincing if you decide to stop and pay close attention to any one of those conversations."

PC Guide notes that Rockstar does not treat this talk as simple ambience. A random pedestrian only stays in the background until you decide to watch — then they become the focus. That philosophy sits alongside the radio stations Rockstar has already started previewing (our radio rundown): ads, talk shows and overheard lines all feed the same sense that Leonida keeps going whether you look or not.

Why it matters for launch

Most open-world games stock crowds with a handful of looping lines. Rockstar is treating sidewalk dialogue like a first-class system — with its own writers, producers and cities of talent. Combined with the studio's choice to avoid naming real politicians and instead build its own over-the-top Florida satire, the picture of GTA 6's world-building is clear: depth on every layer, not just the main story of Lucia and Jason.
